In his presentation "The Mandela-De Klerk 'Miracle:’ South Africa's Transition to Democracy and Why It Matters," Bill Lucas offers a comprehensive overview of the historic political settlement that brought an end to the apartheid system of white minority rule in South Africa in 1994 and replaced it with an inclusive constitutional democracy with equal rights for all. He explores the nature of the settlement, the extraordinary leadership of the protagonists to resolve the deep-rooted conflict short of civil war, US contributions to the process, and an evaluation of the outcome and its significance from today's perspective.
Bill Lucas, a State Department veteran of 33 years, including two tours of duty in the US embassy in South Africa, was director of the African affairs office at the National Security Council and desk officer for South Africa at the State Department. Lucas holds masters degrees from the Johns Hopkins University School of Advanced International Studies (1978) and from Stanford University (political science, 1986).
