315F Continuity and Change in U.S. Foreign Policy

This lecture and discussion course examines critically the theory that U.S. foreign policy has swung like a pendulum during the 250 years of our nation's existence. The through lines of several consistent policy themes are outlined, and changes in policy are assessed for their potential to be considered genuine pendulum swings.
Zachary Teich was a foreign service officer from 1979 to 2006. He served overseas in Guatemala City, Quito, London, Canberra, and Antananarivo. He was a negotiator/program manager at the State Department's Nonproliferation and Disarmament Fund (2006-12). He has Master’s degrees from Georgetown University and the USMC War College.
